Page Generator Tool

    After an attempt at hiring a freelancer to write me a script, I'm at a complete loss to solve my offline business problem. I want to create alot of HTML pages to increase our already decent local search rankings. I run a mobile notary business. I need a tool that can easily create a page like www.notaryone.net/seattle-notary-public.html or www.notaryone.net/dallas-notary-public ect.

    I need to be able to add at least 3 keywords in the title. It also must create the pages using my html template.

    No one seems to be able to show me a tool or create an easy one for me to do this. Is it really so hard? I know a bit of php, but not enough.

    Any ideas?

    Definetly poor generated pages is a good way to be out of SERP.
    On the other way, quality generated pages might be good way to get visitors.
