I have frontpage but it won't allow me to see pages that are in php. Is there an editor that can be downloaded onto my computer that will allow me to edit the site design for pages in php?
Don't even attempt that. Learn HTML and CSS and take care of the design yourself. WYSIWYG editors, while getting better, only tend to mess up your code.
