First thing I do is check for competition. If you can get into something in your market that has little or no competition, you will do well. Just add that to your list.
I generally, depending on the topic: 1) Think of the topic of your page 2) Do a lot of typing 3) Find what I just wrote makes absolutely no sense 4) Rewrite several times til at least I can understand it, and to make sure I'm not coming in from a cynical point of view. Then, 5)I start worrying about keyword phrases; which usually causes another 3 or 4 rewrites. 6) Use KW Suggestion to comeup with related phrases 7) Check for kw density using a keyword analysis tool 8) Validation is usually last- before the page goes live. 9) A week or so later I go back and tweak it all again.
All the above is good guidance. One thing I would add: Once you are "live" for a while, monitor your SE hits for keywords. You will likely discover several keywords that are generating traffic that are not on your list. Some of those "unknowns" may be worth developing that page or another page around. I started with 10 kw's, but now monitor and tweak various pages for a total of 24. Don't be enthralled with just placing high in the SERPs (I have many #1's I don't track). Determine which KWs generate the traffic, then focus on them within the SERPs. You want relevant visitors and conversions not just SERP placement. I would rather place #5 on my money words than have multiple #1's with no sales. Luckily, and through total focus, I have achieved top 5 in the SERPs for almost all of my money words.
