Overture keyword suggestion tool has recently started giving me results like this:

    france holiday south villa
    france holiday in south villa

and claiming a decent number of searches. france holiday south villa is not something that any real human being would ever look for, right, because the words are in the wrong order? Or is it me? Is this normal? So what's up? Is there a way of understanding this seemingly mangled data?
    :)

    Most people dont use ( " " )
So the order of the words doesn´t matter in most cases.

If Overture gives me france holiday in south villa does that mean I can optimise for either holiday villa in south france OR villa holiday in south france?

If it works like that on Yahoo, does it work like that on google too?

If that is the case then does that not mean that in copy writing you can jumble up the words that are in keyphrases in any order? That would be powerful!

Overture does that sort of thing all the time - Its difficult to say what order the words should go in exactly, but if you have enough good links to the page, or enough domain authority, it really won't matter.
