Not really have I had this problem, but I know that some people are of the opinion that gaining too many links too quickly can "encourage" google to think that you're up to something (buying links, spamming) etc, and they may penalize you for it. But that would probably have to be thousands of links in a really short amount of time. You really can't over promote legitimately, because if your site or product is worth it, it'll just gain links quickly -- It happens =).

over promotion like what? please specify. Maybe you are referring if your site has many backlinks in just a short time? If this will happen, google might suspect your site as a spam.
I think you have to be doing something really bad for Google to take a second look at your site.....I'm sure sites that are stumbled and make it on the front page of digg get a huge boost in links in a short period of time you can also over optimize on page with keyword stuffing etc
I have social bookmarked some new domains to 25 bookmarking sites and Google completely crapped on them... I think it might have been because of the domain age, however.
if you build your links at a rapid pace, then yes google will catch this very quickly, but if you build your links at a calmer pace, you will be ok. as for the numbers, thats something you have to play with and do research, but as far as i know, its not good to have over 200 links at once within a week or 2.
What are we talking about? Over-promotion? Over-optimizing? There is no negative issue on over-promotion! Over-optimizing is a different theme!
if you do, it will only be a temporary penalty so nothing to really worry about imo. But no, I personally have never been able to achieve that =) It might depend on the quality of links though, If you get 1000 blog post links in a month, verse 1000 quality related links in a month -- who knows im speculating.
me too. I had two sites with similiar content (not identical). The first site was optimized and had a budget of $1000-$2000 in links.. The second site had minimal links and 12 months later is doing BETTER! This taught me that it's better to be moderate, and not too aggressive.
