An over-optimized site would usually mean that keyword stuffing is present in the meta tags and pretty much everywhere. It could also indicate an unnatural formation of words for the purpose of rankings many keywords. For example, the description might simply be all the keywords a site is ranking. The correct one would have to be a description that many people will understand what your site is about.
