depends really on how critical it is to get the job done on time & where/who you outsource to. In my opinion jobs that are repetitive & those that you can verify easily that it is done properly is best to outsource. Complicated programing task is better done on your own.

Yes you're probably right. When I summarize my previous experience with outsourcing I can confirm that complicated outsourcing projects are often stressful and in many cases fail.

I can tell from outsourcer side. There are 2 ways - you work with client directly and you work with developer. In first way you can provide some additional solutions and featurer, which client don't thought about. You can generate ideas, which he will like. So I think creativity is needed. Many outsources perform project, based on exact specification, which they couldn't violate - and this put some discord it their minds. It's very hard to perform as needed, then you see the better way.
Another aspect - well known 80/20 rule is working here :) Only 20% of professionals could provide well written code, and another 80% make bad reputation for outsourcing in global. IMO

Outsourcing is vital. You can pay someone to do a better job of things in areas that you don't specialise in, and also save time when you have several projects on the go.

Outsourcing a job has many advantages. You can save time and get the same job done for a price depending on the credibility of the peson.Sometime you could even land up getting a good job done by others for a low fee.
