    I would say Bidvertiser.

    Here are a few great things about them:
    * Make 90% customized ads.
    * They do not have exaggerated strict rules. With that I mean like you won't get banned for clicking your ads by mistakes and so.
    * A pretty good CTR rate (I get around 0.30~ average/click).
    * Doesn't have the largest storage of advertisers, but still, they got plenty of them, so ads will with big chances be pretty related to your site content.
    * §10 minimum payout. Accepts PayPal.

    Don't hesitate to use them! Ask me for further questions..I've been using them quite a while now.
