amsterdam, use the pen tool. it can be a bit tricky at first but once you get the hang of it, it works rather nicely. google "pen tool tutorials" or something if you do not know how to use it. but honestly, it's your best bet.
There are autotrace tools in illustrator and other vector programs but it's always going to be better to hand draw an outline with a pen tool. Then you can select 'humanely' which lines are important to define the image. I personally would import the image into illustrator on its own layer, lock it, make a new layer and use the pen tool to draw the outline. Then you can periodically switch the bottom layer off (or make it semi transparent) to check what your outline's looking like.
from my knowlage you can do automate drawing vector objects from image by using illustrator. search about this on Google, and I'm sure you'll find what you need. in photoshop you need to do it manual with "pentool". GoodLuck!
Will.Spencer, TYVM, I've been needing that EXACT thing. Helping my dad out with his new business and he wanted me to turn him into a pic just like that, but could never get it exactly right. =D <3
The pen tool does a wonderful job. You can edit the outlines etc but you must have good experience in illustrator or photoshop otherwise it would get very tedious
