I have a question about how google sees outgoing links. I have a proxy toplist at http://www.secretipaddress.com/webproxies.php and all the links to the proxy sites are like secretipaddress.com/visit.php?id=xx do they count as external links or internal links?

Google is pretty good at following those links to their correct location. I'm not sure about in your case, but I have a website that links like this:

    mywebsite.com/linkclick.aspx?LinkID=123

and Google is able to index the pages where those links go to. They are internal, but I doubt that matters.

Regarding the other search engines I'm not sure. MSN seems to have trouble with strangely coded links. Yahoo is better, but still gets confused a quite a bit with links that are a little bit off.
