It is not bad for not have outbound link at all. It's up to you to decide which ever site that valued enough to linking to. However, linking out to garbage site or site which is totally unrelated to your site content would harm you of course.

Outgoing links don't have much effect on your site. If you have outgoing links to 6-7 sites, then it will have good impact for your site rather than bad one. So, don't worry and put links of your parent manufacturer's website without any issue.
A site that links out to authority sites in it's industry is called a hub site. Yes this can help your ranking, just google "hub pages"
How many anchor text with same outgoing link are allowed per page, is there any pointer? I search google but can not find a good answer.
