    What is the total number of relevant out bound links you can have on a page with getting penalised?

    but 15 to 20 would be good...

    Yes, 100 is regarded the maximum, but this does depend who you are, for example a big branded company could get away with more than joe blogs...

    As recommended above, play safe a stick to 20 tops
