Is it safe to give outbound link to a banned Site from your site/blog? Will it affect the site/blog from which outbound link is given?

If a site is banned from Google's index, linking to it is an extremely bad idea. I guess you could use "nofollow", but I would never link to a banned site because you then become guilty by association.

Yeah!! It's a strictly no-no thing to do.
Google will think you are voting for a banned site and they'll just move you out of SERP.

Linking TO a bad site could get you penalised. If you have a link FROM a bad site then you should be fine, because it is outside of your control so Google shouldn't penalise you for it.

Why to link to a ban site? If it is banned, Means some thing is bad there.

But yes, It is allowed - When there is a report/Scop about a banned site some one need to link to it, If you can use NoFollow just for backup - The best idea.

You can put a nofollow on the link for that but it's still safe if you don't do linking to a banned site.

Linking to bad neighborhood sites will get your site penalized and therefor lower your SERP

Yes, this is true. If you have a good link profile though, one or two bad links won't be harmful.

Google LOVES outbound links. They want good sites to link to other good sites. What they don't want is for anyone to pass Pagerank to a bad site - so in this case, it's best not to link to them at all or if you really have to, use "nofollow".
