    It does not matter what happened prior. Not at all. The person could have banged someone's wife or husband, fired a gun at them, and once detained, been screaming derogatory comments left and right. The point, and the only point, is that once someone is detained, DETAINED, and can no longer pose a threat, there is NEVER a cause to elbow or punch or kick someone. NEVER. It's not up to the cops at the scene to take justice into their own hands with what they think befits the crime, that's what the sentencing in court is for.
