indeed! it's a steady source of traffic in the long term... it's not massive, but it just keeps going on for long.
If the site is generally new I would definitely recommend link exchanges. But you have to be extremely careful about who you trade links with. IMO over 50% of the people that approach you will have spammy sites. Even if a site has fairly low pr but is a legitimate site and updates often I would be way more inclined to trade with that person.
