If you meant a clone script, yes they are available but to popularise a site like orkut, hi5 or myspace it requires huge marketing and financial support Its not just SEO here.

I have opened an account there lately. You need an invitation to register there. So, if you ever want to try, PM me and I will invite you. I did not have time to understand if it is good to use, but I already noticed that there are a lot of people from Brazil there.
I just got a quotation from the company where "orkut" the person who played a major role in coding orkut used to work. If you need a clone of orkut, you need to pay 10k $ a year.
Orkut is pretty famous in my country as well as its not that heavy as compared to MySpace and Hi5 and loads easily,plus its got all what people here want,although MySpace is still in the top notch and a very less ratio uses it here,most of them are still biased with Orkut.
1. Orkut isn't good for US marketing - which is why Myspace is so good. 2. There is a 1000 friend limit, this makes it hard to get to a lot of people in a short amount of time.
Does the rest of the orkut site suck as much as their homepage? Looks like a 9 year old with no coding experience put it together.
I think another thing holding Orkut back (beside the fact that no one I know has heard of it ) is the fact that new members are invite-only. I tried logging in and it told me I needed to be "vouched" for *shrug*
