Cancelled his contract, or probably didn't pay the bill.

Yes that's, the first name server. The second one (according to whois) ns2.orionconn.com is also not resolving, like the main domain name orionconn.com isn't resolving.
If he was running his own name servers, they do not necessarily have to be on the same physical box. In fact it would be silly to do that.
Further whois.domaintools.com/orionconn.com doesn't show an IP location entry anymore. And it used to show it for quite some time after orionconn went oob, because it is cached information.

You can still retrieve the IP number here though :
