order: making theme for wordpress.org or another cms

    hi,
    i want to order making a theme for wordpress.org and publish it on wordpress.org
    who can make it for me?
    i want to put my 2 site links on it. and then publishing.
    or do it for other cms like wordpress.org
    if any body do it, plz tell me the price and other rules.
