    Code (markup):
Looking for what people think of it? Why would one choose this over other CMS, as this seems to not be CMS based unless I am missing something . Completely file based.

Does that out weigh the content management functions of a CMS?

I use ultimatum on wordpress and it allows you to make the them responsive pretty easily and have typical CMS.

Bootstrap gives you some set of solutions for grid system, styles and CSS tricks, and JS components.

Depends on your specific needs for each site. It's cleaner, simpler code and naturally responsive without using a plugin to make it responsive but doesn't readily have the functionality of bigger CMS's.
