The white one is better. Personally, I think you're trying to cram to many effects into the logo and the yellow inner glow doesn't look very nice.
humanedited hit it on the head - you're trying too much within the logo, but for legibility you wanas much contrast between the background and the foreground. You've got black fill, white inner shadow, blue stroke, drop shadow. Try it with just plain type and no effects. Also youve got all that plus a bevel on the logo itself. Look at IBM's logo on there site - no decoration, just solid colour. Post a new version up here with solid colour, in black, on a white background and let us have another look at it! best of luck!
None of them.. The effects totally destroys the logo. Try, like innovati said, to just make a logo with plain text, eventually put on a light gradient making some contrast to the logo.
Let me tell you something. Those logos are both bad-looking and you need a professional one. Hire me and you'll have a professional logo job

The best is the white letter on black background... It brings out the white letters and there is a balance in color, not too much blue, not too much white... That's my opinion... go for the last one, with white letters and dark background...
