    My first reaction was why would you spay a broker

    Then I realised it was "broker's pay"

    Undeveloped I'd imagine it was reg fee only. If you know a bunch of brokers and you have an idea of a site that does something they need then I'd develop it and run it as a business. As an "investment" to flip, I can't see that domain working out for you.
