Yes, it is quite costly. But it's more secure than buying from unknown persons through internet. And, my bank also charge me service fee (about $12/month), if I don't keep certain amount of money in my checking account so, $99/year seems not too much.
As of now this is the best option available, though there are certain limitations to drawing money from ATMs across world with these debit cards, they are very erratic, sometimes they work sometimes they dont, but it seems you can make purchases with those cards without much problems, but having that card can be a great benefit at least when it comes to paypal etc.
I've worked at a Bank, you will need to sign some papers, provide valid proof of I.D (Drivers licence, Passport) and you will need a valid social security card. Even with the "sign up online" option you see for a lot of banks now you simply are doing the paperwork for the bankers but you still need to go into the bank so sign everything. Unless you are present it going to be impossible for you. Best bet, try a small bank not a major player like US Bank, Fargo, Bank of America etc.
You can easily open a Bank Of America account from overseas,I did and there are no setup fees and all that nonsense involved.
I scoured the web for nearly a year looking for an answer. I found absolutely nothing that was helpful - either extortionate fees (offshore dollar accounts) or extortionate scams. Relations in the US were to busy or stressed to try to help. I even thought of taking a family trip to the US and opening an account near Magic Kingdom. I then had the idea of contacting US stock trading firms. Once again I drew blanks, until a month ago when I Charles Schwab answered "Yes" to all my questions. They have provide me with banking facilities alongside a stock trading account complete with a check book and direct debit card. And today by chance a Direct Deposit payment from Amazon hit my account. A very nice sight! Only catch is that you need $10000 to open the account, but after nearly a year my amazon account had accumulated that much. But my kids are very dissappointed.
