Opening a Dispute

I was scammed by one DP member who was offering a SEO service. I had paid him $80 upfront one month ago and I never heard back from him. I emailed him, sent him a PM and tried to contact him via Skype, but got no any response. Also, the website (my new website) for which he was supposed to do SEO is still not even indexed by Google, so I can clearly say that he has absolutely not started working on it.

I'm now considering opening a dispute for this transaction on my Paypal account, but I'm afraid that my Paypal account might get blocked or restricted because of this. Anyone has an experience with opening Paypal disputes? Can I still get my $80 back without any risk of getting my Paypal account closed?

If it's just one case and you haven't had any trouble with them in the past, I doubt you will get into trouble, but who knows.

You can open an dispute against the transaction you have done with the seller or the service provider.
Your account willn't be banned unless you do some illegal offense.

If you send payment as service you won't get your money back or else if you send money for goods you will get back your money
