open vs closed program - need affiliate expert's advice

Hi, we developed a product, a very good product with wide appeal - very wide niche and target demographic - and so far it has a strong conversion rate.

I'm seeking opinions on how to structure the affiliate program. Shall we allow anyone to offer our product? Or should we allow only registered members who bought into the product to promote our product? The cost is only $24. The affiliate payout is as high as $20.

open probably way more people would push our product... but it might get pushed alongside crappy stuff, or scams.

closed fewer people would push our product... but more people might sign up, because affiliate marketers would sign up and pay just to be able to push the product.

If an expert with heaps of experience earning a living from affiliate programs, or someone who has used affiliate marketing to sell a product, could give me an overview of the relative success of closed vs open programs, I'd be grateful.

    Thanks
