Correct on-page SEO and proper backlink building will yield results, if you see results within a month is another story. I suggest you work on creating more unique quality rich content, this is the best way to build "natural" one-way backlinks. Seriously beyond personal gain why else would someone link to a web site from theirs; it's common sense. I would say work entirely on your on-page optimization and content, link building can be done naturally.

Yes 5000 thousand links in month can be penalize ur site but there is big fact is age of your URL if you have old URL then it can be better for your site but its risky, so add links on your site alternative days.
