onmouseover java and links?

I just read recently something that said that using onmouseover events inside your <a> tags may make the link unreadable by SE bots.

Is this true? Will it matter if you place the onmouseover command after the href="" so the bot reads the link before it ignors the java. Or does placing any java inside the <a> tag block the whole link?

Anybody have a solid opinion on this?

I don't know why it would be blocking the whole link, but I would be interested to know if this is something new in SE algorithms or just some BS...
