    Does Google have stripper ads? I believe that they probably don't and figgure "hey, let's help the victims since we don't know what else to put there".

    You will show PSAs (ie. hurricane ads) because the content is hitting the stop word filter for questionable content. And as Shawn said, it is against the terms to display AdSense on sites such as that one.
