Your robot.txt file is nothing to do with your pages not being indexed, unless of course you've managed to hide all 1999 pages with your robots.txt! lol. Have you created any backlinks to the other pages? One very cool tool I use, actually used today in fact is to 'ping' your URL. I use a piece of software called 'Massive URL Pinger' and what this does is basically ping your website/pages thousands of times and you can usually get your pages indexed within a day. I have a Microsite which was made before I arrived at the company, the site is finished and it's ok but has no SEO at all. Because the sole purpose of this site is simply to generate applications and direct people to our main website I thought there's no harm in getting the website submitted to Google and listed before I begin optimization. I ran the pinging software before I left for work at around 7.00am, by the time I'd arrived at work at 10.30am my site was listed!
    Give it a go!

Pinging a website is NOT a black hat technique. Pinging tools can be easily acquired from freeware sites, there are also websites which ping websites/blogs for you for free (not sure how good they are though)

It can sometimes take some time for all pages of your site to be indexed. On the page that is indexed, are there text links to the other pages on this page? Your site should be designed in a easy way for visitors and Google bot to crawl through your site and find all your pages. Including an html site map as a page on your site is also important. While I do submit a .xml site map in webmaster tools I also have an html site map page on my site also.

Have you checked in Google search engine to see how many pages are listed?
    Just type site:<your-site-name>
Then see how many results there are.

I suggest you to resubmit your sitemap.
Submitting your sitemap is not the only way to get your site indexed along with you can do search engine submission and link building to your site.
