Well I feel, it should be a package of all services. Sticking to one thing would not fetch visibility in SERPs and even if it does, one need to maintain that position by investing substantial efforts. I think PPC and SEO coupled with each other would benefit you in a long term goal achievement, as PPC shows immediate result and SEO gives results gradually but a robust one. However, as far as activities like article submission or press release submission is concerned, all these activities are counted in SEO on page and off page activities. Hope this helps
