Online banking outside of the US

Are there any Canadian or European banks offering online banking, I mean the kind where you just sign up online and send a check?

 

There's a bank called Egg in the UK - don't know it that's any good.

Rietumu Bank offers such services for both businesses and individuals. They have an online banking and provide offshore accounts. They have a section for international customers and you can open an account online. Although it is a Latvia bank, they have an English version.

 

Is Latvia accepted by paypal?

I would check with RBC (Royal Bank of Canada). They seem to have good worldwide coverage.

what by arkansas or conerstone community banks.An also i think they issue debit cards too.
