Ongoing debate, hourly vs pay per project

I have been in an ongoing debate for paying contractors per project vs pay per hour. I run a web development firm and we create websites.

I think it's better for a business owner to pay per project because the developer wants to get it done quick to get paid and also wants to provide a quality job to receive another job. I don't trust hourly because I believe it's tougher to gauge and they could lie about their hours even with tracking software, and harder to guess how many hours they'll actually use. So it brings me to this.... What do you all think, is it better for the business owner to pay per project or pay per hour keeping quality control and completing a project in a timely manner in mind... Would love to hear your thoughts on this.

I personally will chose pay per project if its deal with online job coz its hard to determine the exact time.
While for offline job such as job as cleaner,i will pay them by hourly basic.

Thanks for the responses so far, but can you go in depth? I'm looking to try and end this final debate once and for all. Any input is appreciated!
