One-way links, and search engine clicks?

I have my page setup and have my keywords in the titles, h1,h2,h3, and in the body. I get good se positions with my non-competitive keywords, but I want higher positions on competitive keywords. I found at http://high-seo-ranking.com that they can enhance your position for competitive keywords with one-way links from pages with like keywords, and with search engine clicks.
Will this really help my position on the search engines?

Inbound links are one of the best ways to rank for keywords\phrases on Google. The trick is to use the keyword\phrase in your anchor text for that inbound like. Below is an example.

<a href="http://www.dogfood.com">dog food</a>

Code (markup):
This is an example for a site that sells dog food and trying to rank for the term "dog food". As you can see, the text in bold is the anchor text. This is the best step to take to rank for a specific keyword\phrase.

You need more links with your keywords in the anchor text, that's the only way.
