Links are usually placed on link pages, and our policy as stated above in the link conditions is that "The majority of your links will be placed on pages having no more than 40 outgoing links." I actually try to get as many links as possible on pages with no more than 40 outgoing links, but if it's a particular niche site sometimes only the good majority keep this condition. What we don't use is databases of automated link exchange pages where your link can be quickly added to a "related" category. Regardless of PR links on such pages are now near worthless because they have become full of unrelated links with a huge number of outgoing links per page. That's why our deadline is a little bit longer - we scrupulously avoid anything like that and do our best to hunt down pages that have a low number of outgoing links and high relevancy to the client's site.
