Only difference between One way link exchange and directory submission is , in directory submission you don't give link to other site while in link exchange you provide link on your site to other site.................... This the only difference.
A one way way is better than a reciprocal link because a reciprocal link indicates the links are "organised", whilst one way links indicate the link is natural and has come about because the linked to document is popular.
it is true that one way links are very valuable, but reciprocal linking is still very effective if done properly. as long as you stick to very similarly themed websites that you exchange links with it will both your rankings. directory submissions are also effective but sometimes it takes a lot of directory listings to make a difference.
