This is wrong... Depending on the Niche a lot of people make websites for hobbies and know absolutely nothing about page rank and link juice. You want to target these websites and usually if you have good content they will link to you. I usually get %10-%20 people replying saying they will link to my site. Which is good because they are FREE!
Something like: "If you like the content in my site please link to it in your site to help promote the content of my site so that many people would be helped"
Submitt your site in free web directory or try to post article in article site with your link in article ... Apart from it i dont think you can get free one way links from any one.... as nobody would like to give free links
