one question-please help!

i am going to withdraw cash money through xoom using paypal.
i just want to know if it is legal or not.
i am from india,and i want to convert my paypal amount in cash.
any kind of help will be appreciated.

I cannot see a reason as to why it would be "illegal" or against their terms. Xoom is a payment service that is designed to send money to someone else (like WU) and they accept PayPal.

 

if it is against there terms then i will not do this.

No, its not against there TOS. There might be some instructions that you need to follow for this procedure but certainly its not illegal.

I have tried to withdraw from XOOM via Paypal, that transaction was successful ...

 

I have withdrawn money from Xoom via paypal and has been successful!!!
