Relatively-low CTR might be due to:
    1. Irrelevant search terms triggered by Phrase or Broad match keywords. Solution: add negative keywords and/or change the keyword's match type.
    2. Ad copy. Solution: look for "ad writing best practices" etc and write new ads.

Google compares the CTR between competitors, normalized to position, location, network (search partners' CTR doesn't influence Quality Score)

If your keyword is closely related to your product and landing page then it sounds as though the landing page content is the problem, add more text below the calls to action, add privacy/terms/about us/faq pages and make sure all images are optimised. A fast loading landing page is always a huge benefit.

Agree, using Broad or phrase keywords can trigger your ads through irrelevant search terms..for example if you are promoting a keyword like "dog training" you ad can be triggered if people searches "training dog" inorder to avoid this you can use -dog training..

Yeah Low ctr can also a problem..QS is proportional to CTR..you can use some important Google adwords call in actions to improve your CTR..

Is the keyword in question reflective of your site content? Is it set to a broad match and/or a very general keyword with multiple meanings? Perhaps you need to test with a more targeted search term?

Doesn't matter if you had 25 keywords in that adgroup. Google is very strict when it comes to relevancy. Experiment with some variations of that keyword just to see the initial quality score. Google has boatloads of historical data on every keyword and their system knows which ones have had high ctrs in the past for other advertisers. They use this data initially in your account too.
