Firstly, you need to optimise your web content thematically around relevant keywords that people are actually searching for. Then the visitors to your site are more likely to be interested in your product or service. This requires keyword research expertise.

Without on page, we cannot achieve anything in off page optimization. The search engines must be able to find and read the content on your website to understand that it is relevant to what the search engine user is searching for, therefore you need to 'optimise the website' or address the onsiteSEO issues to ensure that it is achieved. Put simply there are 2 main strands to onsite SEO: Content or Keywords, Technical Site Issues.

SEO ON-page : This mean for everything and all elements under your control. ie. design / coding / css / content / H1 - H6 / Bold / Strong / Underline / Images / ALT Tag / Title Tag

SEO Off-page : This mean factors that you can both control and cannot control over them.

You can control - Forum Signature Link / Directory Submission / Article Submission / Press Release / Social Bookmark (You submit yourself) / Most link building with budget spent from your side.

You cannot control - Link in other website refer to you / Social Bookmark (Someone submit your content because impress with them) / Being referred in forum threads content / Spam comments on blog or guessbook / Being referred in news site like CNN.com

Both on-page and off-page are important and not only what I mentioned above, they are just example. I would recommend you reading this sources for further references. :)

There are quite a few big SEO companies in Delhi (including Noida and Gurgaon), if you have an engineering background or have done an MCA, you should be able to start with these companies at rather low salary, but they will also train you in these methods. Apart from this many 'bigger' web companies have a small inhouse team that handles their site's SEO.
