You'll never rank for any competitive term, no matter how good and optimized your site is, without off page help. On the other hand, a crappy and unoptimized site can rank with off page help.
It doesn't have to be a choice. I would say both are as important. To lack one or the other is going to be problematic.

Do you have any reference for this? I personally think both are important and needs to co-exist with one another to come up with a well-optimized site. One cannot exist without the other.
Of course both are important, but google uses signals (backlinks & trust) from other sites to determine rankings for competitive terms and on-page SEO accounts for a very small percentage of the ranking. On the other hand, with less competitive and long tail keywords, google doesn't have those external signals so they rely heavily on on-page SEO. If you want proof, look no further than the some of the most valuable keywords like "Viagra" and "Buy viagra" where a top ranking means thousands of dollars a day. You'll find spammy links on trusted sites that have absolutely nothing to do with "Viagra" - and certainly weren't optimized for those keywords - or even in a related industry. On page SEO is easy. Great content is fairly easy if you put the time into it. Getting trusted backlinks - much more difficult. Again, you can have the very best optimized site in the world - but without backlinks, it will never rank for any highly competitive keyword. People spend way too much time trying to come up with some magic keyword density and then wonder why they aren't ranking - it's the backlinks - and not a bunch of crappy directory submissions and comment spamming.

Both are important off age and on page. But first you have to do on page and when your on page is ok then you can do off page and it work fast as on page is fine.
