According my experience, On-page is the most important for the website to index proper in the search engine. First we need to fix title, description, keywords, Alt tags, Google analytic, Sitemap, etc... though these tasks we can make an indexable website.

 

In onpage seo do little focus on no index tags,catagories and remove the duplicated content in search engine. it will help you safe from on page penalties from google

 

Still a traditional H1/H2 tag are important part for on page factor.

miss use this, your pages are indexed but not ranked well..
