I do agree that a good onsite SEO strategy is probably the most important thing you can have when you launch a site. We have seen client's site's climb the SERPs and increase their keywords that they rank for by solely having a good onsite markup. A few of our clients have gotten to the top 3 spots just by doing onsite due to their niche and competition's lack of SEO efforts.

You forgot to mention about keyword density, image SEO and Internal Linking.These factors are also important in on-page SEO.

Of course content is important but keep in mind that a content should be written for your target audience and not search engine alone. That's why I am in doubt of keyword density, however a content should also be written in a natural flow.
