You're completely wrong. You can rank terribly optimised sites for competitive search terms on the strength of backlinks alone. You can't do it the other way round and rank only on onpage factors.

Your "garden furniture" example is a poor one, as nobody is going to link build for a term that is absolutely nothing to do with your site and doesn't contain anything about the site. If you did try that, with enough links I'd expect you to get de-indexed rather than ranked.

offpage is alot more important than onpage thats pretty much well known but both should be done to get maximum benefit, build some quality links to your site and your half way there
