As nearly everyone agrees, the concept of reciprocal linking has been getting less important day by day, but something strange is also happening and that is, many of the older websites in many web niches, who have been having their links pages, are still very active exchanging links with relevant websites. As I have just checked, nearly none of them have lost PR either.

That is correct. Matt Cutts said that if a link provides a purpose and is relevent than it is okay with Google. They don't want link spam like a purely SEO website PR6 linking to a gambling or porn site unless it somehow fits in like a post reviewing the SEO structure of a website and it happens to be a gambling site a reader submitted. Paid links are like advertising and if it is done right there will be no penalty.
Reciprocal link exchanges can still be very useful, try to exchange with related sites and use different anchor text, I would choose a more related web site berore a non-related with High PR.

3 way links work better than recip. IMHO there really is no way to do it but one-way links...even buying the links is worth it
First of all, STOP paying attention to PR! Second of all, many older sites are stuck in their ways and yes they will continue to exchange links because that is what has worked for them in the past. These "older sites" that still participate in link exchanges and what not will eventually be surpassed in search engine rankings obviously because they don't understand how SEO works. A site's age does carry some value and this may be why the owners mistakenly think that what they're doing works.

Reciprocal Linking is definitely not dead. As long as your are reciprocating responsibiliy then you should be good. I was able to rank many of my keywords within the last three month in top five in Google mostly by using reciprocal links. I did have some help since my the site i worked on was over 2 years old.
