I've confirmed that if you place your Ads at different areas of the page, it makes a whole lot of difference in cost per click. Try it yourself, move your Ads one or two lines below or above your current location and you will start to see differences in cost per click. Once you find the optimum location, keep it there until it turns sour and move it again
