I'm just in the begining of SEO learning. I have studied on page SEO things for last couple of months and tried to learn off page things. But i couldn't get an idea how will you find your link partners ? can anyone help me ?

easiest way is go to google type: "add url" keyword

also add your link to your signature here

You could find out who links to your competitors and go after them

 

what is the site ? Its not necessary to have 0000s it about getting the right ones

It all depends on the scale you need, the type of site you have and numerous other factors.. theres no specific way.
Once again, post your site and you will probably get better advice fom people in here.

 

Another way of getting link partners is to write articles related to the content of your site and promote those articles as resources and have others link to it.
