Ok...it's a novice question...but raises an interesting point...

    Our site has google PR of 4....although to the best of my knowledge we have very few backlinks...

    First question....is there any chance of our site rising to PR5 without beginning to gain highish PR backlinks?

    Second.....can I have some advice as to where to buy some high PR links if we need to go down that road?
    I think, on balance, after reading posts on here and other sites, it would appear that quality is better than quantity.....would that be the general consensus?

    Quality only matters when you want to improve your SERPs. When people just got for that green indicator then you might as well get any old backlink with high PR.

    Oh and your site will not go up in PR unless you get more backlinks or existing backlinks improve.
