I have a few hundred dollars I want to spend for advertising a few things on:

    www.offtopic.com

Does anyone think it'd be worth it?

    That actually sounds pretty good.

It's a banner on the top left as a rotation.

Why not give codecall.net a try.
The cost is less, and its not bad.

The admin is a friend of mine, I will appreciate if you tell him that XTRaze referred you. ;)

How many other banners are in the rotation? Also, check out http://www.somethingawful.com and the advertising on their forums. Costs $50 and Ive received 5,000+ clicks for some campaigns (but also 300 for others).

I was looking at this earlier today, it seems like a great deal for the money, but without any prior experience advertising there, i can't really advise.
