    Be aware that cPanel's licensing costs have gone up quite a while ago, and selling a cPanel-based hosting plan for $8 per year is simply not sustainable for any host that intends to make a profit and actually stay in business for a long time.

    Well, there are many who ignores DMCA.

    Alexhost (we) ignore DMCA and we allow adult content.

    If you want to host your adult content, your budget should be a little more higher. Since videos and scripts consume resources in Shared Web Hosting.
