Hi According to me On page has the most importance compare to Off page. so i will suggest you to make On page strong then go for off page activity and the searches you are telling is very low you can rank that keyword bu doing the very less off page effort.
Both are definitely important but as far as I know, a website with no content but backlinks is more effcicient than than a website with great content (+title+h1...) but with no backlink.
Well you know fuck all... if you think no content will work... a website with content will kick ass over a site with no content and just links...

i believe content is the king. so if you have rich content and have optimized articles in your blog or site that is great . however i do not say offpage SEO is not important , but i think onpage SEO has big part in marketing.
