Im from the UK and I have found leaflet marketing successfull... you can get thousands printed and delivered with a professional glossy finish quite cheaply. Specify and research where is best to target your target group and deliver in that area, post in shops, businesses, or wherever is relevant to your product.
News paper advertisements shouldn't cost very much money... You can also do online advertisements on job placement companies for India. I am not too sure which online job search companies are successful over there. You can also use social networking websites like linkdin or facebook to try and connect with business contacts. You could also start a simple web site that is tailored towards "web design in India". Whenever I need local web designers I just google "Los Angeles Web Design Company" for example and tonnes of local companies appear in the search terms. Getting your website to rank high for whatever city you are located in probably won't take very long. Those are just a few ideas, hopefully they will help you!
